WHEREAS the American Ethical union is opposed to "loyalty oaths" on principle as a degrading invasion of the rights of the individual; and WHEREAS the Department of Health Education and Welfare of our government requires that some two million elderly citizens must answer to a Communist Disclaimer question or be deprived of hospital insurance under the "Health insurance for the Aged Act" which is commonly known as Medicare; BE IT RESOLVED that this Assembly calls upon the Department of Health, Education and Welfare to eliminate the above required disclaimer as an offensive and unnecessary provision; and BE IT FURTHER RESOLVED that the American Ethical Union urges its members to ask their representatives in the Congress to support bills introduced by Congressman William F. Ryan (HR 11922) and Leonard Farbstein (HR 11385) to repeal the sections of the Social Security Act of 1965 upon which the disclaimer is "based."
