STRENGTHENING THE DEMOCRATIC PROCESS THROUGH CONGRESSIONAL REFORM

WHEREAS, the American Ethical Union favors reform measures which will help make government more responsive to the needs of the people,

THEREFORE, be it resolved:

That the American Ethical Union favors measures of Congressional reform providing for:

The elimination of seniority as the standard for committee assignments.
open meetings and publicly recorded votes in party caucuses and Congressional meetings.
Disclosures of campaign contributions and expenditures.
Greater control of federal spending through determination by Congress of the federal budget and its priorities, with the Executive required to carry out the will of Congress in the expenditure of federal funds.
Elimination of the House Internal Securities Committee.
Confirmation by the Senate of the appointment of the Director of the office of Management and Budget.

Be it further resolved:

That the American Ethical Union recommends to its members that they work independently and with others to accomplish such goals.
