ENERGY SUPPLY CORPORATION The American Ethical Union urges the enactment of legislation to create, as an instrumentality of the United States Government, a Federal Oil and Gas Corporation -- a TVS [sic*] for energy -- which would: -- Provide a full inventory of the nation's oil and gas energy resources on public lands and off-shore properties: -- Develop, in environmentally sound ways, publicly owned oil and gas resources in order to satisfy national energy needs; -- Stimulate competition in the petroleum business -- now dominated by a few major corporations -- by producing and selling oil to smaller, independent refiners at reasonable crude oil prices and, if necessary, by entering directly, under competitive terms, into the refining, transportation, and marketing of petroleum and gas products; -- Provide the public with actual costs of oil and gas production and distribution, to give the nation a "yardstick" to measure the performance of the private oil companies, and a means of gearing public policy to effectively serve the American people; and -- Negotiate, in the public interest, with foreign oil producing countries for foreign production facilities and for the purchase of crude oil.
