Congressional Transfer Amendment

The American Ethical Union advocates enactment of the Congressional Transfer Amendment to reduce the funds allocated to the Defense Department, which often are spent unwisely. Funds released by eliminating certain military programs expenditures should be redirected by the Congress to programs of community development and human services. Implicit in such a transfer program are retraining and employment guarantees to former defense workers, and the availability of economic assistance to communities and. industries affected by reductions in military spending.

It is further strongly recommended that such funds be directed towards developing public transportation, adequate housing and meeting other human needs, including education, health services and child care.
