THE PROBLEM OF SUBSTANCE ABUSE WHEREAS, substance abuse, commonly referred to as drug and alcohol abuse, is a global problem and must be so addressed, WHEREAS, the critical nature of the problem of substance abuse is worldwide; WHEREAS, certain countries which "merely" supply the market constitute a large part of the problem, although the number of addicts they have may be minimal; and WHEREAS, other countries neither supply nor are troubled by large number of addicts, but form vital links in the transportation chain of these substances, THEREFORE, BE IT RESOLVED THAT: The American Ethical Union support all efforts initiated by the World Health Organization of the United Nations to attack this problem on the following four fronts:
