WHEREAS, localities are less able to meet these needs with Federal cut-backs in Revenue Sharing and Community Development Block Grant funding, and

WHEREAS, rents are increasing beyond the ability of many residents to afford them, and

WHEREAS, home ownership is declining for the first time in over 40 years, especially among young families, and

WHEREAS, the United States Government has decreased spending for housing assistance by over 70%, from $32 billion in 1980 to only $7 billion in 1987,

THEREFORE, BE IT RESOLVED THAT:

The American Ethical Union calls on Congress and the President to enact and implement legislation to attack the problem of homelessness and provide access to safe and sanitary housing for all, as proposed, for example, in the Comprehensive National Housing Bill, HR 4727, sponsored by Congressman Dellums (D-CA).

Adopted by the American Ethical Union Assembly in Buffalo, New York: 1988,
