Be it hereby resolved that the American Ethical Union urge the enactment into law by the 81st Congress of the United States of H.R. 199 (introduced by Congressman Walter H. Judd, Rep., Minn.) granting the privilege of applying for citizenship through naturalization on an individual examination basis to all immigrants having a legal right to permanent residence in the United States and the extension of the general national policy of immigration on a quota basis to all Asian and Pacific peoples. However we urge that certain provisions of Section 12 of the Bill which would result in discrimination against certain offsprings of Asiatic and against the inhabitants of British Colonies be deleted; that the provisions of Sections 3 and 10 of the bill, which restores to a quota basis Chinese wives of American citizens, also be deleted.
