Submitted to the AEU 74th Assembly

Because the Government of El Salvador practices a widespread and systematic pattern of gross violation of human rights, including murder, torture, disappearances and dismemberment, and because the United States military aid to that country, including training of Salvadoran troops in the United States, helps keep that government in power;

Because the members of the American Ethical Union support the worth and dignity of all human beings, and are deeply concerned for the fate of people subject to such brutality;

Therefore Be It Resolved:

  1. The American Ethical Union calls for an end to all United States military aid to El Salvador, immediate withdrawal of all military advisors from Salvadoran soil and removal of Salvadoran soldiers from U.S. soil.
  2. The AEU calls on our government to urge negotiations between the government and its opposition, the FDR/FMLN, and to follow-up on Mexico’s offer to mediate in these negotiations.
  3. We also urge that economic aid to El Salvador be conditional upon a finding by Congress that the Government of El Salvador is making a concerted effort to comply with internationally recognized human rights, is implementing economic and political reform, and is making efforts to begin discussions with all major political factions in El Salvador to find a peaceful solution to the conflict, leading to regular, free elections involving the entire populace.
